Procurement policy
The Procurement Manual of the Development Solutions NGO is an internal methodology for procuring and organizing quality products and services in accordance with the requirements of Mongolian legislation and ISO 9001: 2015 quality management system standard 8.4. It describes the coherence of the units, the requirements, the responsibilities of the parties, and the principles of working with suppliers, contractors, and vendors.
Any procurement activities carried out by the Development Solutions NGO will be conducted within the framework of Mongolian laws, relevant principles and procedures, and requirements of the international donor organizations. The relevant officials involved in procurement must follow the above mentioned requirements.
1.1. Procurement activities of Development Solutions NGO are based on the following basic principles.
- The procurement process will be conducted in accordance with ethics and standards.
- Transparency and fairness of competition are valued at all stages.
- Follow the organization's internal labor regulations, accounting policy documents, and procurement contract obligations.
- The procurement process must not be detrimental to one's own health or the health, environment or safety of others.
- Protect the interests and property of the Development Solutions NGO and prevent any conflicts of interest in a cost-effective and efficient manner.
- The procurement procedure must be in line with the policies and guidelines of international organizations' projects and programs implemented through Development Solutions NGO.
